Situated as the northernmost and smallest province in the Philippines, Batanes is not only known for its size but also for being the home of the honest and resilient Ivatan indigenous people. This breathtaking province stands as a unique gem, the only province declared in its entirety as a protected landscape and seascape.
This special status is attributed to the diverse array of habitat types it encompasses, along with its rich indigenous social and cultural qualities, high biodiversity, and distinctive landscapes and seascapes. It is comprised of six municipalities: Basco, Mahatao, Ivana, Uyugan, Sabtang, and Itbayat, encompassing a total of 29 barangays.
Surrounded by the Pacific Ocean to the east, the West Philippine Sea (China Sea) to the west, and the Bashi and Balintang Channels to the north and south, respectively, Batanes boasts a strategic maritime location.

Local Incentives
The Local Investments and Incentives Code (LIIC) is a document that articulates the local government investment policies and programs, Investments Priority Areas (IPAs), local incentives (fiscal or non-fiscal) available to domestic and foreign investors and the mechanics for availing them. It also defines the composition, roles and functions of the Local Investments and Incentives Board (LIIB) and the Investments Promotion Center (IPC).
The LIIC is an instrument for local /regional economic development through a multi-stakeholder approach for attracting, retaining, expanding and diversifying investments in the local economy supportive of the development vision of the LGUs.

Robust and Diverse Talents
Rich Talent Pool
Batanes has one of the richest cultural talents in the region. Because of its limited area, local artists from Batanes have found it easier to collaborate and form various groups of talents. Recognized creative groups are the Batanes Creative Industry Association (BCIA), with Drawing, Crafts, Photography, Graphic Arts, and Performing Arts capabilities, and the Batanes Indigenous Artists Association (BIAA) with Talents in Fine Arts.
The province also has a network of creatives with talents in weaving, handicrafts and other locally designed/sourced wearables called the Batanes Wearables and Homestyle Industry Association (BWHIA).

Highly Skilled and Educated Workforce
Batanes has two tertiary educational institutions, the first being Batanes State College offering courses in Education Courses, BS Hospitality Management, BS Hotel and Restaurant Management, BS Tourism Management, BS Agriculture, and BS Industrial Technology; and Saint Dominic College offering pathways to Education Courses, BS Business Administration, and Master of Arts in Education.

Health Facilities

With a small population of 18,000 people, Batanes has a hospital for each of the two largest islands in the province. Batan Island has the Batanes General Hospital which is always active in procuring modern health facilities to serve the Ivatans, and the Itbayat District Hospital which is located at the largest island in the province, Itbayat.
Recreational Facilities
Batanes citizens are also lucky to have open spaces and sceneries outside of parks and sport facilities. Locals enjoy strolling on the beach and hiking through the endless landscapes.
