Cagayan province, located at the northeastern tip of the Philippines, is bordered by the Batanes Islands to the north, the Philippine Sea to the east, Isabela Province to the south, and the Cordillera Mountains to the west. It covers an area of 9,002.70 sq. km.

A key supplier to the National Capital Region, Cagayan produces a variety of agricultural products, including rice, corn, vegetables, sugar, mango, cassava, banana, cacao, coffee, tubers, and watermelon.

Cagayan is also Region 2’s main livestock producer, with the third-largest population of carabaos in the Philippines, totaling over 138,000 heads. New breeds are being introduced for meat and dairy.

The province has significant deposits of both metallic and non-metallic minerals such as gold, copper, iron, magnetite sand, manganese, perlite, limestone, sulfur, gypsum, guano, silica, phosphate, ceramic clay, bentonite clay, red burning clay, black sand, pebbles, sand, and gravel.

The Local Investments and Incentives Code (LIIC) is a document that articulates the local government investment policies and programs, Investments Priority Areas (IPAs), local incentives (fiscal or non-fiscal) available to domestic and foreign investors and the mechanics for availing them. It also defines the composition, roles and functions of the Local Investments and Incentives Board (LIIB) and the Investments Promotion Center (IPC).
The LIIC is an instrument for local /regional economic development through a multi-stakeholder approach for attracting, retaining, expanding and diversifying investments in the local economy supportive of the development vision of the LGUs.
